    事实上,仅住建部制定的我国智慧城市发展规划中,“十三五”期间的投资总规模就将达5000亿元。LED智慧城市终端作为其中的一个品类,也被广泛认为将会从中受益不浅。有分析指出,LED智慧城市终端至今主要还是以照明和显示屏的形态出现于市场,但在产品的控制、功能、运营模式等方面却已慢慢地开始发生了变化。其中,LED智慧城市终端在室内的应用是以智慧照明为主,然而目前受制于通信网络标准和协议、使用成本、交互技术等因素,商业化道路仍然缓慢。户外LED智慧城市终端则可以整合无线网络通信、智能交互、智能感应、电力载波等技术,利用完善的通信网络系统,充分享受智慧城市建设投资的红利。无疑,LED智慧城市终端除了满足原来LED照明或显示的功能外,在交通监控、气象监测、人车流疏导、公共安防等公共服务领域上都可以大放异彩。

    “怎么设?设哪里?哪里该亮?哪里不该亮?都大有讲究”。据悉,《杭州市城市照明管理办法》目前正在征求社会意见。管理办法对照明设置做了详细规定。其中,还提及了黑天空保护区的管理规范。如果违反相关规定,最高将被处以3万元罚款。“黑天空保护区”是国际提法,杭州首次提出是在4年前的《杭州市主城区城市照明总体规划》,这次则是写入”法律条款“中。城市照明是指城市道路、隧道、广场、公园、公共绿地、名胜古迹以及其他建筑物、构筑物的功能照明和景观照明。根据管理办法,这些区域应当设置功能照明设施:长度大于15米的城市道路、隧道和游步道﹔停车位多于5个的公共停车场﹔中型以上桥梁﹔面积大于30平方米的城市公共广场、公园﹔行人过街设施﹔其他无功能照明可能存在安全隐患的公共场所。而这些区域则应当设置景观照明设施:西湖风景名胜区﹔繁华商业街、特色商业街﹔城市快速路、主干路两侧高层建筑物、构筑物﹔城市主要出入口沿线的高层建筑物、构筑物﹔大型桥梁、高架路等市政设施﹔城市标志性建筑物、构筑物﹔城市管理行政主管部门确定的其他区域。

    除此以外,设置城市照明设施还应当符合城市照明规划和相关技术规范的要求﹔符合光污染控制标准,不影响居民正常生活,并与城市空间环境相协调﹔灯具造型和灯光照明效果不得与道路交通、航空、铁路等特殊用途信号相同或者相似﹔不得影响公共安全或者所依附的建筑物、构筑物的安全。比如说,功能照明设施的灯光不得直射居住建筑窗户。功能照明设施与居住建筑窗户距离较近的,就应当採取遮光措施。如违反,则可能将被处200元以上1000元以下罚款。在城市照明规划确定的黑天空保护区内,不得设置景观照明设施,设置的功能照明设施不得有上射光线。如有违反,将由城市管理行政执法机关责令限期改正﹔逾期不改正的,处2000元以上1万元以下罚款。城市主干路功能照明的亮灯率应当达到98%,次干路、支路的亮灯率应当达到96%。此外还充分考虑了照明跟绿化的关系。明确提出新建城市道路应当合理安排植物配型,减少植物自然生长对城市照明的影响。比如乔木中心与灯杆的距离不得小于2米。如果有损害城市照明设施的行为,都将受到处罚,最高可能被处以3万元罚款。

    兰州:将建设智能化城市照明管理系统

    日前,兰州市政府办公厅印发《兰州市城市道路照明智能化节能改造项目工作方案》,要求以城市道路照明智能化节能改造项目为契机,建成智能、绿色、低碳、环保的城市照明系统,有效提升我市城市形象。该《方案》要求,全市城市道路照明节能改造要采用LED新型光源,同步升级改造现有路灯监控系统,建成智能化市政管理平台,实现我市市政设施智能化管理。并且,要以合同能源管理(EMC)模式进行路灯节能和路灯控制系统升级,以降低项目建设成本。

    该《方案》中明确规定,要对现有路灯监控系统进行智能升级改造,建设智能化控制中心、500套分站设备系统、市政监控探头、网页版智能化管理平台、桌面版数据录入及维护系统、设施普查库、电子地图、100套移动巡检系统、专业化漏电检测系统及其它扩展项目的市政设施智能化管理系统。同时,要对兰州市四城区主、次干道、桥梁、开放式公园、广场等公共照明领域的功能性及装饰性照明设施进行LED节能改造,改造数量共计60113盏。其中:城关区24837盏,七里河区16535盏,安宁区6813盏,西固区6655盏,黄河风情线5273盏。

    Nanjing: single lamp control of intelligent street lighting for urban lighting
